We regulate the licensing of exploration and development of the UK’s offshore and onshore oil and gas resources, gas storage and unloading activities in accordance with the Strategy and the UK Government’s target of net zero greenhouse gas emissions by 2050.

The Decommissioning and Repurposing Taskforce’s (DaRT) objective is to support industry to reduce the cost of decommissioning and assist the Government with meeting its net zero target, by providing strategic direction, oversight and delivery of key projects.

The licence requires that only an approved operator may manage or supervise the exploration and production phases of an oil or gas development. The objective of this requirement is to ensure that field operations are undertaken competently.

This Framework Document (the “Framework Document”) has been agreed between the Department for Energy Security and Net Zero (DESNZ) and the NSTA in accordance with HM Treasury's handbook Managing Public Money (“MPM”) (as updated from time to time) and has been approved by HM Treasury
