A significant amount of the website content was generated prior to the Accessibility Regulations. As a small public body, it would have been a disproportionate burden for us to comply with the full Accessibility Regulations earlier than this. We are now using a staged approach to making the content compliant.
Non-compliance with the Accessibility Regulations
Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).
We plan to add text alternatives for all images by January 2022. When we publish new content, we’ll make sure our use of images meets accessibility standards.
Our PDF documents fail to meet WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to have the documents converted by January 2022. When we publish new content, we’ll make sure our use of documents meets accessibility standards.
Our Microsoft PowerBI Applications fail to meet WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to have the applications converted by March 2022. When we publish new content, we’ll make sure our use of documents applications meets accessibility standards.
Our Microsoft PowerPoint Applications fail to meet WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to have the applications converted by January 2022. When we publish new content, we’ll make sure our use of applications meets accessibility standards.

Content that’s not within the scope of the Accessibility Regulations
PDFs and other documents
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. By January 2022, we plan to either fix these or replace them with accessible HTML pages.
The Accessibility Regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. We will assess individual documents published prior to that date to determine whether or not they are essential and react accordingly.
Any new PDFs or Word documents we publish will meet accessibility standards.
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
Preparation of this accessibility statement
This statement was prepared on 24th August 2021. It was last reviewed on 24th August 2021.
This website was last tested on 13th August 2021. The test was carried out by the OGA.
We used this approach to deciding on a sample of pages to test:.
We used a mixture of simple manual checks and automated tests to find only the most common barriers to users with accessibility needs.
Manual checks included using each page without a mouse, viewing the page at different zoom settings, and simulating viewing the page on a small screen.
The automated tests were completed using the latest version of axeTM: https://www.deque.com/axe/
Tests were completed using different settings in the Google Chrome browser on Mac OSX with a 15 inch screen.
