Brief overview of role

The Licensing and Consents team, which forms part of the Regulation Directorate, plays a key role at the heart of the OGA and is responsible for making and advising on decisions concerning the petroleum licencing regime and the work that licensees are carrying out under those licences (note that the team’s focus is more on commercial, legal and administrative process, than on technical geophysics, field operations etc).

This is an opportunity to work within a team with a portfolio at the very centre of the OGA’s mission to maximise the value of the UK’s oil and gas resources. The role will suit someone looking for an exciting new challenge ideally with experience of delivering an efficient operational or regulatory service in government, another regulator, or the oil and gas industry; or experience of managing casework, particularly legal.

Detailed job description and key responsibilities

The role contributes to the process for issuing and managing licences for a variety of oil and gas operations in the UK. The successful candidate will be multi-skilled and able to deliver an efficient and effective operational service, understand and manage the complex commercial and legal issues involved, and find ways of continually improving the system.

The successful candidate’s duties will include:

  • Developing and maintaining a deep understanding of the licensing process.
  • Contributing to the delivery of a first-rate service to industry ensuring timeliness, accuracy and consistency.
  • Looking for ways to continually improve systems and ways of working to better support MER UK.
  • Identifying novel or contentious decisions and taking an active role working with the team and other contributors so that decisions made are reasoned and consistent, and that all relevant opinions from within the OGA and other parts of HM Government have been taken into account.
  • Inputting to the OGA’s most important licensing and consenting decisions by advising senior leaders on the application of the OGA’s licence and statutory powers in complex and novel circumstances.

Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language

Essential Desirable
• Relevant experience of delivering operational or regulatory service in government, another regulator, or the oil and gas industry; or experience of managing casework, particularly legal.
• Excellent communication skills, written and verbal, particularly the communication of complex issues.
• Skills and experience in using Geographic Information Systems (GIS), and/or
• Experience in a commercial or legal support role working for a regulator, an oil and gas operator or joint venture owner.
